Alternatives to a national tax relief company
You can follow the official IRS instructions, hire a CPA or enrolled agent, or hire a tax controversy attorney. Payment plans and offers in compromise are IRS programs with published rules and government fees. A D.C. Office of Tax and Revenue notice runs on District procedure, so the path there is an OTR informal conference or an Office of Administrative Hearings protest.

When the letter is from D.C. OTR
National tax relief companies advertise IRS installment agreements and IRS offers in compromise. A Notice of Proposed Assessment from the District of Columbia Office of Tax and Revenue is an OTR proceeding.
OTR's taxpayer-rights page, checked August 28, 2026, describes an optional informal conference with the Audit Division, then a written protest to the Office of Administrative Hearings within 30 days from the date the notice is issued. OAH lists email, eFiling, mail, and in-person filing. OTR states that filing the protest stops collection until a final decision, that the disputed amount need not be paid while the appeal is pending, and that penalties and interest may continue to accrue. Are national tax relief companies worth the fee?
Judge the fee against the work. Payment plans and offers in compromise are IRS programs with published rules and published fees. An individual owing $50,000 or less in combined tax, penalties, and interest, with required returns filed, can set up a payment plan online at $0 short-term, $29 for long-term direct debit, or $69 otherwise, per the IRS payment-plans page checked August 18, 2026. The IRS also publishes a free offer in compromise pre-qualifier and a $205 application fee. A company fee for those programs pays someone to file paperwork the IRS lets a taxpayer file directly. An examination, an appeal, a collection hearing, or a Tax Court petition is contested work, and it takes a representative who builds the record and argues the law.
When do I need a tax attorney instead of a CPA or enrolled agent?
When the communications need attorney-client privilege, when the next forum is Maryland Tax Court or the United States Tax Court, or when the paper is from D.C. OTR. A Comptroller hearing may be attended by an attorney, CPA, enrolled agent, or other authorized power of attorney. CPAs and enrolled agents may represent taxpayers before the IRS under Circular 230. Tax Court representation requires admission under Tax Court Rule 200. A CPA or enrolled-agent license alone does not confer it. Attorneys are admitted on motion. A small number of nonattorneys are admitted by examination.
What if the letter is from D.C. OTR, not the IRS?
OTR's taxpayer-rights page, checked August 28, 2026, states that a taxpayer may request an informal conference with the Audit Division and may file a written protest with the Office of Administrative Hearings within 30 days from the date the notice is issued. Filing that protest, OTR states, stops collection until a final decision. The disputed amount need not be paid while the OAH appeal is pending. Penalties and interest may continue to accrue.
Does this firm promise to settle for pennies on the dollar?
No. The IRS generally approves a collectibility offer when the amount offered is the most it can expect to collect. Separate grounds exist for doubt as to liability and for effective tax administration. The application carries a $205 fee, waived for low-income certification and for doubt-as-to-liability offers, per the IRS offer in compromise page checked August 18, 2026. No representative can name a settlement figure before the transcripts and the financial statement are in hand, and this firm does not name one.
