I tried more than 75 cases to verdict as a Maryland prosecutor. I later drafted more than 100 appellate opinions as counsel at the Appellate Court of Maryland. I now represent clients in IRS examinations, collections, penalty disputes, unfiled-return matters, and U.S. Tax Court cases.

I write and speak through the American Bar Association Tax Section's Civil and Criminal Tax Penalties Committee. I also serve through The Barristers and the Maryland Volunteer Lawyers Service Tax Controversy Panel.

Who may appear in the United States Tax Court is set by 26 U.S.C. section 7452, which leaves representation to the rules of practice the Court prescribes and bars denying admission to a qualified person for not belonging to a particular profession.
